PROBLEM TO BE SOLVED: To improve the safety of a reactor and the economical efficiency of a plant by mitigating heat load, a factor causing stress, as such without significantly affecting construction costs. SOLUTION: In a device where a guard vessel (2) is placed with a space intervening outside a reactor vessel (1) to mitigate heat load on the reactor vessel (1) in the vicinity of the liquid level of the coolant in the reactor vessel (1), the guard vessel (2) is composed of a material which has a thermal conductivity is higher than the reactor vessel (1) and is heated by the radiation heat from a reactor wall below the liquid level and a reactor wall above the liquid level is heated by the radiation heat from the guard vessel (2).
