An encoding apparatus, a decoding apparatus, an encoding method, a decoding method and a program are provided to generate coded data of color images with a relatively light processing load. An encoding apparatus includes a unit for generating estimate data based on pixel data constituting a color image, a unit for comparing the estimate data with the pixel data and generating an intermediate code according to whether the difference between the estimate data and the pixel data is in a predetermined range, a first encoder for entropy-encoding the intermediate code, and a second encoder for entropy-encoding the intermediate code. The intermediate code generating unit allocates the intermediate code to the first encoder or the second encoder according to whether the difference between the estimate data and the pixel data is in the predetermined range.
