As a result of the measurement, the communication device 10 changes an active standby configuration into a both-system active configuration to newly start using a line B when it is determined that the communication status of the line A is congested (for example, the measured ICMP response time is slower than a threshold of the ICMP response time stored in a threshold information table). Sequentially, the communication device 10 writes data output from the line B in a session table to make communication paths of a forward path and a return path the same route, and transmits a synchronous packet indicating that a subsequent communication is processed by using the line A and the line B to the opposing communication device 20.
