A display substrate, a display panel having the same, and a method for manufacturing the same are provided to prevent impure particles from flowing into a liquid crystal layer, by separating the liquid crystal layer from a light shielding pattern, color filters, and an overcoat layer through a base substrate. A base substrate(110) includes a first face(111) and a second face(115) facing the first face, wherein the second face is contacted with a liquid crystal layer. A color changing layer(120) is formed on the first face of the base substrate. The color changing layer outputs a light having different wavelength from an incident light. The color changing layer includes a light shielding pattern(121) disposed on the first face and having a plurality of openings, color filters(123) disposed on portions of the first face exposed through the openings, and an overcoat layer(125) covering the color filters and the light shielding pattern.
