PROBLEM TO BE SOLVED: To provide an encoder capable of improving resolution in a sensor and detecting the rotation state of a rotor, such as the rotational speed of a bearing, precisely, and to provide a roll bearing device having the sensor. SOLUTION: In the encoder E comprising an encoder body 23 having a surface 23a to be detected arranged opposite to the sensor for detecting the rotation state of the roll bearing while being incorporated in the roll bearing, a base level 23b and a projection 23c (irregular section) having a different air gap to the detection surface of the sensor 22 are formed circumferentially along the roll bearing on the surface 23a to be detected in an encoder body 23 made of carbon nanotube rubber.
