There are provided cosmetic bead compositions having a shell with a water-insoluble soap of an organic acid, and lipophilic encapsulated ingredients. There are also provide methods for making cosmetic beads by reacting an organic acid and a lipophilic ingredient mixture in an oil in water suspension with a metal-donating inorganic basic material.
