PROBLEM TO BE SOLVED: To provide a distributed processing system, a distributed processing method, a job arbiter, and a program which use image processors as cluster nodes of distributed processing. SOLUTION: A distributed processing system 10 is provided with a server 12 which registers processing as a plurality of divided jobs and sends divided jobs to a public network 20 in response to performance data of image processors (28, 30, and 32) and maintenance data of image processors collected by remote monitoring. A job arbiter 26 receives divided jobs from the server 12 through the public network 20 and transmits at least a part of received divided jobs to image processors (28, 30, and 32) connected to a second network like a LAN to distribute the transaction load of distributed processing in the second network 38.
