PROBLEM TO BE SOLVED: To provide an apparatus and a method for compacting powder, by which apparatus and method, an annular formed body having uniform density can be formed by compacting powder material, and further to provide a method for charging the powder. SOLUTION: The apparatus 11 for compacting the powder comprises a die 1 having a through-hole 9 formed therein, a lower punch 2 which is fitted into the lower end portion of the die 1 and forms a cavity 5 in cooperation with the die 1, a core pin 3 penetrating the central axis of the lower punch 2, a feeder 4 for supplying the powder material into the cavity 5, and an upper punch 7 which can be fitted into the upper end portion of the through-hole 9 after the feeder 4 has left. When the powder material is compacted, the upper punch 7 and the lower punch 2 are pushed so as to approach to each other, and the powder material is compacted inside the through-hole 9 from above and below.
