PROBLEM TO BE SOLVED: To provide a water treatment method and apparatus which can efficiently treat water to be treated with a simple structure. SOLUTION: The water treatment apparatus 10 comprises: a water treatment part 20 which comprises a pair of electrode plates 31, 35 adjacent to each other, in which at least a part of the face of one electrode plate 31 facing the other electrode plate 35 is covered with a dielectric material 32, with a pair of the electrode plates inclined so that one electrode plate 31 and the other electrode plate 35 form an upper electrode plate 31 and a lower electrode plate 35 respectively, a water to be treated supply means 25 which supplies the water W to be treated to the water treatment part, and introduces the water to be treated between the pair of electrode plates so that the water to be treated flows down over the inclined lower electrode plate; and a power source part 40 which is connected with the pair of electrode plates, and applies voltage generating barrier discharge B between the water to be treated flowing down over the lower electrode plate, and the upper electrode plate.
