PROBLEM TO BE SOLVED: To provide a low-noise rotary tool for peeling a coating film capable of reducing the noise generated while using a polycrystal diamond chip type cup wheel for peeling the coating film which is used for removing an elastic coating film coated on a concrete building, in particular, the metallic sound of high frequency offensive to the ear. SOLUTION: An elastic body 7 is affixed to a face 6 opposite to a grinding face of a polycrystal diamond chip type cup wheel base 5 for peeling a coating film, and a metallic holding plate 8 for completely covering and concealing the elastic body 7 from the top thereof is covered thereon, and fixed by rivets 13.
