PROBLEM TO BE SOLVED: To provide a forgery-proof sheet which incorporates a double forgery preventive idea to determine genuineness under visible light and near ultraviolet rays as a forgery-proof sheet designed for preventing the commitment of forgery. SOLUTION: This forgery-proof sheet includes divisions such as a solid printing region 4 which is solidly printed using a fluorescent ink, on the surface of a white base material 2 containing a fluorescent brightening agent, a halftone dot printing region 6 printed by a halftone dot process, using the fluorescent ink or a non-fluorescent ink, and a non-printing region 8 where no printing is as yet performed. The solid printing region 4 becomes luminous in fluorescent ink color under the visible light and does not become luminous under the near ultraviolet rays of blacklight which is luminescent at 300 to 450 nm wavelength. The non-printing region 8 is white under the visible light and becomes luminous in blue under the near ultraviolet rays of the blacklight which is luminescent at 300 to 450 nm wavelength.
