PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine accelerating warming up of an exhaust emission control catalyst. SOLUTION: The control device 100 controls an operating condition of an engine 200 provided with a valve gear 10 capable of changing valve characteristics of an intake valve 208 and an exhaust valve 209, an injector 207 injecting fuel, and a catalyst 243 purifying exhaust gas. The device is provided with a fuel injection control part 110 controlling the injector 207 not to inject fuel in at least one of cylinders 2a right after start of the engine 200 and a valve control part 120 controlling the valve gear 10 to exhaust compressed air instead of exhaust gas toward the catalyst 243 by opening the exhaust valve 209 at a timing when temperature of air compressed in at least one cylinders 2a gets to first predetermined temperature or higher.
