A signal conversion device and a position recognition system having the same are provided to prevent the insertion loss and decrease of isolation property in using a semiconductor switch by outputting a signal after modulating the pulse width with a mechanical switch. A signal conversion device is composed of a signal generating unit(310) for generating a preliminary pulse signal(O_PS) in response to an applied synchronization signal; a signal control unit(320) for outputting control signals(CNT) for converting the preliminary pulse signal into pulse signals(PS1,PS2) with the predetermined pulse width by varying the preliminary pulse signal; and a signal modulation unit(330) for converting the preliminary pulse signal into pulse signals with different pulse widths in response to the control signals. The signal modulation unit comprises a switch bank including plural mechanical switches connected in parallel and a transmission line formed between nodes where each mechanical switch is formed.
