A device and a method for controlling power saving in a portable computer are provided to minimize unnecessary power consumption while not taking a long time required for booting when the portable computer is opened again, as a CPU speed is dropped in a closed state. A clock signal generator(102) generates a clock signal having a predetermined frequency. A lid switch input part(101) generates a switching-on signal if a lid switch is switched on by closing the portable computer. A CPU(103) controls operation of each component of the portable computer by synchronizing with the generated clock signal, and enables the clock signal generator to drop the frequency of the clock signal when the switching-on signal is generated. The lid switch input part generates a switching-off signal if the lid switch is switched off when the portable computer is opened. The CPU enables the clock signal generator to restore the frequency of the clock signal to an original frequency when the switching-off signal is generated.
