PROBLEM TO BE SOLVED: To provide a fixed side seal member for a rolling bearing device capable of maintaining detecting accuracy of a sensor, and a manufacturing method without generating a defective product by providing such as fixed side seal member. SOLUTION: This manufacturing method of the fixed side seal member of a seal device with the sensor for the rolling bearing device, is provided for integrating the sensor 22s by resin into the inner peripheral side of core metal 10 fitted to an outer ring member 3 having the seal member 14. A substantially L-shaped sensor incorporating member 20 incorporated with the sensor 22s and having a positioning groove 23, is molded by the resin. A positioning groove 23 of the sensor incorporating member 20 is fitted in the edge of the core metal 10, and these are set in a molding metal mold in a state of being positioned in the radial direction of the sensor incorporating member 20 to the core metal 10, and a molten resin is poured into and hardened, and the fixed side seal member 1 is provided.
