PROBLEM TO BE SOLVED: To provide a multiple resonance filter having high transmittance in which the transmission resonance characteristic is controlled by an asymmetric shape of a through-hole. SOLUTION: A filter having high transmittance is provided which includes: a substrate having a first surface and a second surface; and a periodic or random array structure of through-holes formed so as to pass through the first surface and the second surface, the through-hole having a size of a subwavelength at a range of infrared and terahertz wave, wherein the transmission resonance characteristic of incident light on the first surface is controlled by a shape of the through-hole. A single resonance filter is also provided which has high transmittance and comprises a periodic or random array structure of through-holes formed so as to pass through the first surface and the second surface, the through-hole having a symmetric shape with respect to a polarization direction of the incident light towards the first surface and having a size of a subwavelength, wherein a single transmission resonance characteristic of the incident light is controlled by the shape of the through-hole.
