PROBLEM TO BE SOLVED: To display a picture before alarm generation on a monitor screen without using a recorder which receives and records a picture signal of a monitor camera device and to make it easy to instantaneously confirm a state before the alarm generation in such a case. SOLUTION: A network video monitor system comprises the monitor camera device 11 which generates a live picture and a delay picture traced back from the live picture by a predetermined time, a viewer device 12 which receives and displays the live picture or delay picture distributed from the monitor camera device 11 through an IP network 10, and a sensor device 14 which transmits a control signal for switching the live picture or delay picture in response to an alarm input to the monitor camera device 11 or the viewer device 12 through the IP network 10.
