PROBLEM TO BE SOLVED: To provide a method and device for eliminating reduced moire by which the reduced moire is sufficiently eliminated, and a printed matter. SOLUTION: An image is acquired as binary data with first resolution with respect to image data of an image including periodic patterns such as halftone dots and line pattern, the binary data is converted into continuous tone data (primary gray data), continuous tone data with second resolution is acquired by reducing size of pixels of the continuous tone data, continuous tone data (secondary gray data) with third resolution is acquired by reducing the number of pixels of the continuous tone data with the second resolution and the continuous tone data with the third resolution is converted into binary data with fourth resolution by FM screening. Thus, since a contour part of the halftone dots or the line pattern corresponding to the secondary gray data becomes fine irregular points, the reduced moire is eliminated.
