VIDEO DECODING METHOD AND APPARATUS

PROBLEM TO BE SOLVED: To provide an encoder/a decoder for efficiently encoding and decoding the shape information of an object.

SOLUTION: The image decoding apparatus includes: a means of receiving multiplexed coded data 80 including coded data of a binary picture and codes denoting enlargement/reduction rate information by each prescribed information region; a decoding means 430 for decoding the codes from the multiplexed coded data to obtain the information 82 of the enlargement/reduction rate; a binary picture decoding means 410 for decoding a binary picture 81 according to the information 82 of the enlargement/reduction rate by each prescribed small region; and a resolution conversion means 420 for enlarging and reducing a decoded binary picture 83 of the prescribed small region according to the information 82 of the enlargement/reduction rate.
