PROBLEM TO BE SOLVED: To provide a key-sheet and a key-sheet forming method wherein one part or the whole of ESD countermeasures to be carried out on a substrate can be carried out on the key-sheet. SOLUTION: The key-sheet 100 has a key base 1 and a key top 3 arranged on the key base 1, and a conductive pattern 10 to induce static electricity applied to the key top 3 to the standard potential electrode 2c is installed at the key base 1.
