PROBLEM TO BE SOLVED: To simply and easily encode contents by a desired coding method or a bit rate.

SOLUTION: A mode associating part 191 associates one of the modes for determining a record coding method or the bit rate with an input coding method for an input terminal or the content based on a direction from a user. A content mode determining part 192 determines the mode for the content from the mode associated with the input terminal and the input coding method or the input terminal or the input coding method for inputting the content. A coding control part 195 controls the coding for the inputted content by the recording coding method or the bit rate defined in the determined mode. This invention can be applied to the recording reproducing system for recording reproducing a moving image.
