PROBLEM TO BE SOLVED: To provide an imaging apparatus having a light waveguide capable of efficient light condensation, and to provide a method for fabrication thereof. SOLUTION: This photovoltaic converter comprises a number of photovoltaic conversion elements 102 mounted on a semiconductor substrate 101; a number of wiring layers 105 and 107 arranged on the substrate 101 interposed with first and second insulation layers 104 and 106; and a high refraction index area 110 which lies within an opening created for the photovoltaic conversion elements 102 in the insulation layers, and has a greater refraction index in comparison with those insulation layers. The section area parallel to the acceptance surface of the photovoltaic conversion elements 102 in the high refraction index area 110 is increased in the upper direction of the substrate 101 from the acceptance surface of the photovoltaic conversion elements 102, namely towards the incidence plane of light in a way that its increment rate increases continuously.
