A classifying circuit 116 classifies target pixels on the basis of the ADRC code and the correlation code. An adaptive processing circuit 117 applies prediction operation to the pixel value of a target pixel on the basis of a tap coefficient corresponding to the class of the target pixel and the prediction tap.
