PROBLEM TO BE SOLVED: To achieve data transmission by an acknowledgment in a packet switching communication system, which does not require transmission of a data packet number together with a data packet. SOLUTION: A counter specifies a data packet number for a convergence protocol packet, and the packet is transferred to a link layer for transmission without a data packet number. The counter also specifies a data packet number for the received convergence protocol packet, and transmits an acknowledgment of the received packet to the transmitting side. If the link layer cannot secure transmission of the convergence protocol packet, an identifier of the lost convergence protocol packet is transmitted to the receiving side, and the receiving side updates the counter value so as to match the counter value on the transmitting side.
