PROBLEM TO BE SOLVED: To highly accurately transfer a toner image formed on a photoreceptor drum onto a glass substrate. SOLUTION: The image forming apparatus 1 includes: a stage 21 that attractively holds the glass substrate 9 having a conductive layer 91 formed on a base thereof; and the photoreceptor drum 31 on which a pre-transfer toner image is formed. A prescribed potential is applied by a potential apply part 4 to the conductive layer 91, and the photoreceptor 312 is uniformly electrified by an auxiliary electrifier 35 just before a transfer position, and a transfer voltage works between the glass substrate 9 and the photoreceptor drum 31 at the transfer position. In this case, in a design, a gap is formed between the glass substrate 9 and the photoreceptor drum 31, and the glass substrate 9 is released from being attractively held near the transfer position, and the glass substrate 9 is flexed toward the photoreceptor drum 31 by an electric attraction force, consequently, the toner image and the glass substrate 9 can come in contact with each other without applying a mechanical pressure, then, the toner image is highly accurately transferred onto the glass substrate 9.
