An apparatus for controlling a bulk voltage of a semiconductor device is provided to reduce a standby current or a self refresh current by controlling the bulk voltage of an NMOS transistor and a PMOS transistor by discriminating a read/write operation state and a standby/self refresh state of a DRAM. An NMOS transistor is connected between a power supply voltage port and a ground voltage port, and receives a power supply voltage or a core voltage through a gate. A bulk voltage selection part(100) selectively supplies a bulk voltage lower than the ground voltage to the bulk of the NMOS transistor according to the state of a clock. The bulk voltage selection part supplies the ground voltage when the clock has a high level, and supplies a back bias voltage as the bulk voltage when the clock has a low level.
