PROBLEM TO BE SOLVED: To provide a shaving cutter for finishing an internal gear before hardening it, which shaving cutter can prevent the damage of cutting edges by treating the shape of cutting teeth in shaving for finishing the internal gear before hardening it. SOLUTION: A toothed portion 9 has one or a plurality of cutting edges 2. The respective end surfaces 12a, 12b of the toothed portion 9 are formed by tilting end surfaces 12a, 12b having a tilting angleαof 15°to 60°with respect to a line 5 perpendicular to the central axis of the shaving cutter. Both side portions 13a, 13b, 13c, 13d at the portions of the respective tilting end surfaces 12a, 12b are actively provided with flanks 6. Further, in order to improve the guiding ability in the engagement and in order to reduce the unstable engagement, the respective flanks 6 are located on the same involute helicoid surface 7 (Fig.1(c)) as that of the cutting edge 2 arranged at the center of the face width, and further in order to prevent excessive engagement, the respective flanks 6 do not have such a cutting edge as the cutting edge 2 provided at the central portion of the face width.
