PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which is capable of maintaining high sensitivity even when it is used repeatedly, is highly resistant to occurrence of surface wear and a flaw due to scratching, and capable of preventing an occurrence of stick-slip vibration noise, a process cartridge equipped with the electrophotographic photoreceptor, and an electrophotographic device. SOLUTION: The electrophotographic photoreceptor has a photosensitive layer on a support. When the hardness of the electrophotographic photoreceptor is tested using a Vickers square pyramid diamond indenter under the environment of 25°C and a humidity of 50%, the universal hardness (HU) is 150-220 N/mm<SP>2</SP>when measured with the indentation load of 6 mN, and the elastic deformation rate is 50-65%.
