PROBLEM TO BE SOLVED: To enhance insulation performance of an operating rod coupled with a movable electrode part for for carrying out inputting and releasing operations. SOLUTION: The operating rod cover 8, provided in the middle of the operating rod 7 of a rectangular shape made of a resin material for coupling a movable electrode and a main shaft, is made equipped with a spot communicated with the operating rod 7 in an airtight state, as well as those communicated with fine gap parts.
