PROBLEM TO BE SOLVED: To provide a controller for a vehicle for controlling on-vehicle equipment by making proper an image from an image pickup means which picks up the image of the periphery of a vehicle, and to provide an obstacle detecting device for properly detecting any obstacle in the periphery of the vehicle. SOLUTION: This controller for a vehicle is provided with image pickup means 10a and 10b for picking up the image of the periphery of a vehicle and a control means 50 for controlling on-vehicle equipment by using an image from the image pickup means. As for an image to be picked up by the image pickup means 10a and 10b, the rate of a section obtained by picking up the image of the upper part of a horizontal direction when it is viewed from the image pickup means 10a and 10b is set so as to be made larger than the rate of a section obtained by picking up the image of the lower part of the horizontal direction when it is viewed from the image pickup means 10a and 10b.
