PROBLEM TO BE SOLVED: To solve the problem that when a compression parameter is determined by repeatedly encoding one encoding unit while parameters relating to compressibility control are changed and then all image data of one page are encoded by using the compression parameter and stored in a memory so as to confirm whether the encoded image data are less than a predetermined size, it takes a time to encode one page even when parameters need not be changed since code data are not stored in the memory before the compression parameter is determined and when the whole page of input image data is not a uniform image, code data of the whole image are possibly much different from a predetermined size since since the compression parameter is determined only with the one encoding unit, so that precision of the compression parameter determination is low. SOLUTION: When the image data are encoded, a total code amount is estimated in a stage of encoding of a specified area of an input image to judge whether compressibility needs to be varied, and the code amount is controlled to a predetermined data amount.
