<P>PROBLEM TO BE SOLVED: To provide a non-oriented electrical steel sheet having a high strength and also having excellent sheet shape and magnetic properties as well without adding restriction upon steel sheet manufacture and new stages to the ordinary production of a non-oriented electrical steel sheet. <P>SOLUTION: The steel sheet contains 0.010% by mass or less of C and 0.010% by mass or less of N, provided that C+N≤0.010% by mass, and also comprises 1.5 to 5.0% by mass of Si, 3.0% by mass or less of Mn, 3.0% by mass or less of Al, 0.2% by mass or less of P, 0.01% by mass or less of S and 0.05 to 0.8% by mass of Ti, provided that Ti/(C+N)≥16, and the balance Fe with inevitable impurities.
