A polarizing plate manufacturing device and a method thereof are provided to make a polarizing plate having a large area and light absorbing layers crossing each other by adjusting the width with regulating drawing of a PVA(Polyvinyl Alcohol) film, and then cutting the PVA film correspondingly to the size of a liquid crystal display panel having a large area. A method for manufacturing a polarizing plate(200) for a liquid crystal display panel is composed of steps for preparing a PVA film(211); dying a dichromatic element over the surface of the PVA film and drawing the PVA film in the width corresponding to a long side of the liquid crystal display panel; making a PVA sheet(210) by cutting the drawn PVA film correspondingly to the thickness of a short side of the liquid crystal display panel; and attaching TAC(Triacetyl Cellulose) films(221,222) and protective films(231,232) on the upper and lower surfaces of the PVA sheet in order.
