A short message transmission system and a method thereof are provided to transmit short messages more stably, inexpensively, and rapidly by transmitting short messages through the Internet and to transmit short messages through a telephone network in case it is impossible to transmit short messages through the Internet. A short message transmission system(100) comprises a short message conversion part(110), an Internet transmission part(120), and a telephone network transmission part(130). The short message conversion part converts a short message, transmitted from a sending terminal(200), in a format suitable for transmission. The Internet transmission part transmits the converted short message to a receiving terminal through the Internet(600). In case it is impossible to transmit the short message through the Internet, the telephone network transmission part transmits the converted short message to the receiving terminal through a telephone network(500). The Internet transmission part comprises an address conversion part(122). The address conversion part converts the identification number of the receiving terminal into an Internet address.
