Provided is a composition comprising an extract of Siegesbeckiae Herba which is able to inhibit the decomposition of proteoglycan and collagen, has the cartilage protecting effect with the MMP-1, MMP-3 and MMP-13 activity inhibitory effects in chondrocyte and cartilaginous tissue, is able to inhibit edema significantly in an animal model induced by arachidonic acid and croton oil and has the pain inhibitory effect and inflammation inhibitory effect, so that it is usefully used for effectively treating and preventing arthritis. The pharmaceutical composition for preventing and treating arthritis comprises an extract of Siegesbeckiae Herba as an effective ingredient, wherein the arthritis is degenerative arthritis, rheumatoid arthritis or lupus arthritis and the extract is prepared from a solvent selected from the group consisting of water, C1-4 alcohol, and a mixture thereof.
