A cleaning sheet and a cleaning method are provided to remove foreign substances from the surface of a panel without scratching the panel surface. A cleaning sheet(10) includes a sheet type base member(11); a first adhesive film(14) formed on a surface of the base member; and abrasive grains(20) fixed on the surface of the base member by the first adhesive film. Each abrasive grain includes a plurality of hard particles, and a binder resin for coupling the hard particles. The abrasive grains are fixed into a single layer onto the surface of the base member by the first adhesive film.
