A method and an apparatus for estimating a restoration error in motion picture compression are provided to reduce a time required to calculate the restoration error by calculating the restoration error by using a coefficient region information and removing a large number of calculating processes repeatedly performed in a restoration region generator. An apparatus for estimating a restoration error in motion picture compression includes a prediction region determination unit(10) for receiving original region information and reference region information and determining prediction region information, and an error region generator(20) for receiving the prediction region information and the original region information to generate prediction error region information. The apparatus further includes a frequency converter(30) for receiving the prediction error region information and generating coefficient region information, and a cost calculator(60) for receiving the coefficient region information, calculating a restoration error value, and calculating a cost according to the restoration error value.
