A spatial scalable decoding apparatus using up-sampling based on directional information and a spatial scalable decoding method using the same are provided to efficiently spatial redundancy between layers by using up-sampling filters having different directional properties by regions based on information obtained from intra-prediction. Directional information of a corresponding block is obtained through intra-prediction in accordance with an input of a base layer decoding block(701). The base layer decoding block is up-sampled by an up-sampling method according to the obtained directional information(702). A high layer decoding block which corresponds to the base layer decoding block is decoded(703). The directional information is obtained if the inputted base layer decoding block is an intra-frame and a directional filtering option is set.
