A system for certifying a one-time password and a method for generating the one-time password are provided to increase the speed to certify the one-time password by only generating event index information to generate and certify the one-time password. A method for generating a one-time password includes the steps of: receiving user information for generating a data encoding initial value(SEED) from a user, and generating and storing the SEED; transmitting the stored SEED information to a promised server; updating event index information every event for generating the one-time password, and storing the updated information; setting the updated event index information and the stored SEED information as a hash function factor, and calculating a one-way hash function value in a hash function calculation module(223); and combining the result value calculated by the hash function with a whole or a part of the updated event index information in a one-time authentication module(224), and generating and displaying the one-time password.
