A lower dechocking device of an apparatus for automatically assembling and separating rolling roll chocks is provided to increase assembling and separating efficiencies by assembling and separating chocks assembled with both sides of a rolling roll in an accurate and prompt manner, and maximize the working efficiency by efficiently assembling and separating clamps for assembling, separating and fixing the chocks at the same time. A lower dechocking device of an apparatus for automatically assembling and separating rolling roll chocks comprises: a body(210) having a plurality of rail supporters placed on guide rails; vertical supports(220) vertically formed at both sides of the body; an auxiliary body formed at one side of an upper portion of the body; a clamp assembling and separating part(240) including a body, a hydraulic cylinder, a rotation motor, a plurality of supports, a rotary ring, a plurality of springs, and close adhesion rings; brackets(250) which are formed at both sides of the vertical supports, and have hydraulic cylinders(251) installed at one sides thereof and moved up and down; and a chock supporter(260) having connectors(261) formed at both sides thereof and connected between the brackets, and catching projections formed on the front thereof and projected perpendicularly to support the chocks from a lower side of the chocks.
