PROBLEM TO BE SOLVED: To provide a refrigerating machine and a refrigerating device capable of improving energy efficiency without complicating a compressor. SOLUTION: This refrigerating machine 10 has an evaporator 11 exerting refrigerating effect by retrieving heat from cold water and evaporating a refrigerant, the compressor 13 compressing refrigerant vapor to achieve high-pressure vapor, a condenser 17 cooling the high-pressure vapor by cooling water and condensing it, and an expander 20 expanding the condensed refrigerant by reducing its pressure and delivering the same to the evaporator 11. The expander 20 is a rotation type power recovery expander 20 recovering energy of refrigerant flow form the condenser 17 to the evaporator 11.
