PROBLEM TO BE SOLVED: To surely determine whether or not a user is a legal user. SOLUTION: This question-answering type user identification system is provided with a terminal to be used by an unspecific user and a data processor 3 to be used by a legal user. A data processor 3 is provided with a questioning part 33, an answer collating part 34, an answer identifying part 35 and a database 30. The database 30 is registered with a plurality of questions, a plurality of answers for collation and a plurality of importance by a legal user. The questioning part 33 transmits a plurality of questions to the terminal in response to an identification request to be transmitted from the terminal. The answer collating part 34 collates the plurality of answers to be transmitted from the terminal in response to a plurality of questions with a plurality of answers for collation, and selects a correct answer group matched with a plurality of answers for collation.
