PROBLEM TO BE SOLVED: To solve problems arise in conventional medical institutions: for example, one cannot cool the oral mucosa for a long time because ice tends to melt during an oral mucosa cooling method while keeping the ice in the mouth for the prevention of stomatitis during chemotherapy; many of patients under rehabilitation of improving swallowing reflex are cerebrovascular disease patients, "ice" melts into "water" during stimulating the swallowing nerve dissolves from an oral cavity using "ice" to make the patients swallow the water accidentally during rehablitation; conscious patients forbidden to drink water for treatment suffur from thirst or dryness within the oral cavity; patients suffer from swelling of the gum, sharp pains or fever feel uncomfortable because of temperature rise within the oral cavity. SOLUTION: A cold insulating agent is provided which maintains its cooling effect for a long time without melting like "ice". The cold insulating agent is washed after use and used any number of times by cooling it.
