PROBLEM TO BE SOLVED: To provide a Mannich base adduct as an aqueous, epoxy resin curing agent having a rapid curability and provide the epoxy resin curing agent to be applied to a green concrete. SOLUTION: This epoxy resin consists of a water-soluble composition comprising a water-soluble polyamine adduct that is a reaction product of (a) an alkoxy group-modified polyepoxide resin containing at least 1.5 epoxide groups on the average per molecule with (b) a Mannich base polyamine. The Mannich base polyamine is a reaction product of a polyamine containing at least two amino groups and an N-Mannich condensate prepared from the reaction of a phenol compound, an aldehyde and a secondary amine. The Mannich base polyamine contains excess active amine hydrogens in relation to the epoxide groups, and, as a result, the water-soluble polyamine adduct has an amine hydrogen equivalent of at most 1,000 based on the solid content.
