PROBLEM TO BE SOLVED: To achieve enhancement of mixing property of cooled air and warm air while avoiding increase of a ventilation pressure loss. SOLUTION: On the heat exchanger 24 for heating, at least cooled air by-pass passage parts 28a, 28b comprising a ventilation space in which a tube 24a and a fin 24b are not provided and cooled air passes without performing heat exchange with warm water and at least two heating parts 27a-27c arranged on both sides of the cooled air by-pass passage parts 28a, 28b and heating the cooled air by the tube 24a and the fin 24b are provided. Air mix doors 31, 32 for adjusting a ratio of an air amount of the cooled air passing through at least one cooled air by-pass passage parts 28a, 28b and the warm air passing through at least two heating parts 27a-27c are arranged in ventilation passages 26a, 26b.
