PROBLEM TO BE SOLVED: To provide a photographing apparatus that allows easy, effective catch light photographing, and to provide an illuminating device. SOLUTION: In a strobe 18 having an LED 50 as a light source, a mask 52 having openings 52A to 52C with prescribed shapes are disposed in front of the LED 50 so as to be freely slid. The shape of the light source can be switched by sliding the mask 52 and positioning the desired one of the openings 52A to 52C in front of the LED 50.
