PROBLEM TO BE SOLVED: To provide an external electrode fluorescent lamp capable of obtaining excellent light emission with high efficiency and without flicker, and an illumination device using it. SOLUTION: A pair of external electrodes 7, 8 of the external electrode fluorescent lamp 1, 1a are formed at the outer peripheral face of a glass tube 2 by winding and arranging a pair of conductive wires 6 which are separated at a prescribed pitch in a spiral state across the almost whole length of a tube axis direction and covered by a translucent insulating cover 5.
