PROBLEM TO BE SOLVED: To provide an information recording medium which can be formatted in a short period of time by simplifying a formatting method, and to provide an information recording/reproducing device and method for recording and reproducing information using the information recording medium. SOLUTION: This information rewritable information recording medium includes an area for preserving information indicating the range of a currently formatted area, and an area for preserving information indicating the range of a past formatted area.
