A system and a method for estimating the state of a battery and parameters are provided to estimate the state of a battery pack system and parameters by using kalman filtering and dual extended kalman filtering. A method for estimating the state of a battery(20) and parameters comprises a step of estimating SOC(State Of Charge) in a battery where the SOC forms one of internal states and a step of estimating SOH(State of Health) in a battery where the SOH forms one of internal parameters. The step of estimating SOC in the battery is composed of steps for predicting the internal state of the battery including SOC as one of the internal states; predicting uncertainty in predicting the internal state; correcting the prediction of the internal state and uncertainty; predicting the internal state to estimate SOC and calculate uncertainty for SOC; and applying an algorism for repeating the uncertainty predicting and correction steps.
