PROBLEM TO BE SOLVED: To provide a cleaning agent by which various objects to be cleaned in the water can easily be removed efficiently without imposing a load on the environment and to provide a cleaning method using the cleaning agent. SOLUTION: The cleaning agent contains a cross-linked material (A) obtained by cross-linking at least a part of carboxyl groups of a polymer comprising a monomer unit (a1) having a carboxyl group by a cross-linking agent (b) consisting of polyalcohol, in which the angleα°to be formed when a line formed by connecting a point to be occupied by a compound to the origin and an organic axis cross each other on an organic conceptual drawing is 20-70°, and/or a derivative of polyalcohol having two or more hydroxyl groups.
